Move Newsletter retain setting to Admin settings

I would want this setting ... newsl2.png to be moved to Admin settings instead of User settings so that Admin can control if it should be retained or not. This should be able to set per domain, and also per user.

In our example we don't have logins for each user and we have around 500 users that we would need to give new passwords to, which would be quite frustrating. I'm familiar with the

echo 'UPDATE user_pref set allow_newsletters=0;' | mc_mysql -m mc_config
setting but that's for all users, and some users may want to receive newsletters per default.

If you don't want to move the setting, please add it in the admin section as well.
