All emails are being quarantined

Hi,
I have been trying to get this software "Community Edition" x64 bit to work over the past 2 days but not having much luck.
I have tried searching on here for answers to my questions but just don't find the correct answer.
Every email that comes in gets sent to quarantined when this setting is ticked " Enable advanced antispam controls "
if I untick it I can get valid emails and spam emails.
it's either All or Nothing
I have tried enabling and disabling all and some the anti-spam modules and it makes no difference.
I've re-installed a number of times.
I am good with computers and run an exchange server 2016 which badly needs a good spam filter.
Only 3 users and 5 domains
What have I done wrong? Any help would be gratefully appreciated.
